As the global consensus towards Net Zero gathers momentum, the demand for
Green Hydrogen and its derivatives is set to rise. The asymmetries in expected
demand and production capabilities for Green Hydrogen in different countries
and regions will likely result in international trade of Green Hydrogen and
its derivatives like Green Ammonia and Green Methanol. This presents a unique
opportunity for India to capitalize on its abundant renewable energy and land
resources and the growing global demand for Green Hydrogen, to become a
leading producer and exporter of Green Hydrogen and its derivatives.
The Ministry of New and Renewable Energy is implementing the National Green
Hydrogen Mission (NGHM), which aims to make India the Global Hub for the
production, usage, and export of Green Hydrogen and its derivatives. SECI is
the Implementing Agency and Central Nodal Agency of NGHM and has been playing
a critical role in the award and monitoring of tenders like “Setting of
Electrolyser Manufacturing facilities in India”, “Setting up Production
Facilities for Green Hydrogen in India”, “Production and Supply of Green
Ammonia in India” & “Setting up of Green Hydrogen Hubs in India”.

Green Ammonia Tender under the National Green Hydrogen Mission
Solar Energy Corporation of India Limited (SECI) invited proposals for the
Selection of Green Ammonia Producers (GAPs) for the production and supply of
Green Ammonia (GA) in India through cost-based competitive bidding. This
Request for Selection (RfS) had been issued under the Strategic Interventions
for Green Hydrogen Transition (SIGHT) Scheme – Mode 2A (Tranche I) of the
National Green Hydrogen Mission (NGHM), being implemented by the Ministry of
New and Renewable Energy (MNRE), Government of India. The tender offered a
total capacity of 7,24,000 metric tonnes (MT) per annum for the production and
supply of Green Ammonia. SECI acts as the Intermediary Procurer, purchasing
Green Ammonia from the selected GAPs and supplying it onward to designated
Procurers on a back-to-back basis. Under this framework, the GAPs will
establish Green Ammonia production facilities and manage associated storage
and transportation up to the Delivery Point at the Procurer’s factory. The
Green Ammonia Purchase Agreements (GAPA) will be executed for a period of 10
years from the Scheduled Commencement of Supply Date (SCSD). Successful
projects will also be eligible for a direct production and supply incentive
(in ₹/kg of Green Ammonia supplied) for the first three years of operation, as
detailed below: ₹8.82/kg during the first year ₹7.06/kg during the second year
₹5.30/kg during the third year In a record-breaking development, the Green
Ammonia Tranche-I tender has achieved a milestone discovery in pricing,
marking a significant step toward commercial competitiveness of Green Hydrogen
derivatives in India. The prices discovered under this tender are
significantly lower than prevailing international green ammonia price
benchmarks in various global markets. The Indian bids have demonstrated that
domestically produced green ammonia can achieve near-parity with conventional
grey ammonia in specific use cases — a landmark achievement for a
first-of-its-kind commercial tender. Details of the discovery below:
